Maritime Spatial Planning

ICZM strategies are not restricted to the land areas of the coastal zones. In offshore areas use demands and resulting conflicts get more numerous and complex – transportation, wind farming, tourism, nature protection and hazard prevention are only a selection of sectors effected. The current management and planning practices are unable to deal with the growing complexity of problems in the maritime areas.

PlanCoast is going to lead the way in introducing in the participating regions a brand new planning instrument – the Maritime Spatial Plan, advocated in the Green Paper of the EU–Commission.

 

Maritime Spatial Planning in Action Working Group is going to:

  • Compare current development stages of Maritime Spatial Planning throughout the three seas concerned
  • Identify gaps in Maritime Spatial Planning within each of the three seas and projects countries concerned
  • Prepare the Maritime Spatial Plans for the 12 sea miles (sm) zone in Mecklenburg–Vorpommern, (Germany), Puck Bay (Poland), Trieste Bay (Slovenia), Varna (Bulgaria), Constanta (Romania), Baka Kotorska Bay (Montenegro), Odessa (Ukraine)
  • Compare the implementation of Pilot Projects and derive common conclusions
  • Develop common recommendations on Maritime Spatial Planning to the EU, UNEP–MAP and the Black Sea Commission
  • Organize a Maritime Spatial Planning training program for spatial planners from participating countries
  • Produce a Maritime Planning Video ⁄ DVD for dissemination purposes
